It is super simple :) First off, open plutonium black ops 2 multiplayer then press (` or ~) to open the console. Console Then in the console type " statsetbyname plevel " with the desired number after level. the prestige level goes from 1 to 11, after 11 there are "secret" prestige levels not enabled in the original game and they go from 12 to 15. aaand you are done!
